UPDATE 2-U.S. Army proposes regulatory change, a new Dakota pipeline delay

WASHINGTON, Nov 17 (Reuters) - The U.S. Army plans to issue

a new rule to improve consultations with Indian tribes for

permitting decisions, a move that could delay the completion of

the Dakota Access Pipeline, according to a notice posted

Thursday on a White House website.
